Preheat the oven to 350° and prepare a baking sheet by lining with parchment paper.
In a large bowl, beat butter and sugars together until well incorporated.
Add in eggs, one at a time making sure to beat well in between.
Now, add in corn syrup and vanilla and mix well.
Fold in lemon zest and set aside.
In a large mixing bowl, add in flour, baking powder, baking soda, and salt. Whisk to combine.
Slowly add the dry mixture to the wet mixture while mixing on low-medium speed.
When the mixture is well combined, fold in the chocolate chips.
Roll dough into 1 inch balls and place on prepared baking sheet.
Bake in the oven for 10-12 minutes or until the cookies are done and the edges are slightly brown. Remove from oven and place on cooling rack.
In a small mixing bowl, add powdered sugar, lemon juice, and milk. Stir until sugar is dissolved and mixture is smooth.
Once cookies are cooled, drizzle icing over cookies. Allow icing to dry
