Preheat oven to 425°.
Add peaches to a large mixing bowl and sprinkle with brown sugar, sugar, cinnamon, cornstarch, lemon juice, and nutmeg.
Stir until peaches are evenly coated.
Pour peach mixture into an ungreased 13x9 baking dish. Bake for 10 minutes, remove from the oven, and set aside.
In a medium mixing bowl, whisk flour, sugars, baking powder, and salt together.
Using a pastry cutter, cut butter into dry ingredients until mixture becomes crumbly.
Pour in boiling water and mix well.
Spoon mixture on top of peaches and spread making sure to cover the entire dish.
In a small bowl, mix sugar and cinnamon together and sprinkle over cobbler.
Bake for 40-45 minutes or until the topping is golden brown.
Best served warm with vanilla ice cream.
