Preheat oven to 450°.
In a medium bowl, dissolve yeast and sugar in warm water. Mix well and let bloom for 10 minutes.
Stir in flour, oil, and salt. Mix until fully combined. Let stand for 5 minutes.
Transfer dough to a floured surface and stretch the dough into a large circle.
Lightly brush olive oil over the pizza crust and use a fork to poke holes in the dough.
Lightly flour a pizza pan and place dough on top.
Bake for 10 minutes.
Remove from oven and set aside.
In a large pan, heat oil.
Add in flank steak, sliced onions, and sliced bell peppers.
Cook until veggies are tender and steak is mostly cooked (it will continue to cook in the oven when placed on the pizza).
Remove from pan and set aside.
In the same pan, making sure to keep oil/drippings from the steak/veggies, add in the heavy cream and milk. Stir well.
Cook over medium-high heat until sauce comes to a boil.
Now, add Parmesan and ¼ cup of mozzarella cheese.
Stir until cheese melts.
Lower heat to low-medium, add seasonings, stir well, and let simmer for 4-5 minutes.
Spoon sauce onto pizza crust and spread around evenly, keeping 1 inch from the edge of the crust.
Place sliced provolone over the sauce, trying to completely cover the sauce.
Next, spoon meat/veggies mixture on top of the provolone cheese slices. Spread evenly over entire pizza.
Now, sprinkle with 1 cup of mozzarella cheese.
Place in the oven and bake for 12-15 minutes or until the crust is golden brown.
Remove from oven, slice, and serve.
